The report recommended that certain procès-verbaux, or tally sheets, be excluded from the final vote count and stated that "should this recommendation be implemented, the position of the candidate in third place would change to second". This meant that Martelly would be placed as the second-ranking presidential candidate instead of Célestin, although the estimated difference between them was extremely small, with some 3,000 votes separating the two.
