Upon the instructions of my Government, I write to convey to you that the State of Qatar is alarmed at the escalation of the level of violence in the Syrian Arab Republic, and at the brutal use of force by regime forces and its loyal militias against the brotherly Syrian people, in particular the current shelling of tens of thousands of civilians in the central city of Homs, who have been for days under siege without water or electricity.
